With 91 percent of precincts reporting Tuesday night, Proposition L looked poised to pass with 57 percent of the vote.

The economic slowdown over the last three years has had a major effect on the St. Louis County Library system.

The overall assessment of housing, commercial and retail properties—the library's tax base—decreased by 11 percent since 2008 as the circulation of library materials increased by 34 percent and programming attendance doubled.

On Election day, voters will approve or deny Proposition L, a proposed 6-cent per $100 assessed valuation tax to benefit the library system, including $76.9 million in construction of new libraries, $12.7 million in existing building renovations and another $9 million in upgrades.

Passing Proposition L would mean a new library building in the Affton neighborhood. The library's master plan indicates there are many problems at the current Tesson Ferry Branch building, including deterioration of the building structure, failure of mechanical systems, multiple sinkholes on the property and inadequate and inefficient parking.

The master plan recommends a new Tesson Ferry Branch library building of 40,000 sq. ft. be built on a new site. A new lot a minimum of 200,000 sq. ft. and/or five acres would be required. A new Tesson Ferry Library building, and the land to build it on, is estimated to cost $20 million.

The Cliff Cave Branch in Oakville at 5430 Telegraph Rd. needs $1 million worth of improvements to children’s, teen and adult spaces, according to the library’s master plan. In addition, building improvements would consist of additional seating, collaborative spaces and upgrades to furniture and finishes.
