Man Asks Girls for Sex After Giving Them Ride From Mall, Police Say

One of the girls reported the incident to a school resource officer on Friday, St. Louis County Police said. The man picked the two girls up from South County Mall.

A man propositioned a 13-year-old girl and an 11-year-old girl after offering a ride home from South County Mall on March 8, according to a St. Louis County Police news release.

The St. Louis County Prosecuting Attorney's Office on Saturday charged Samwell L. Fowler, 25, of the 5600 block of Pennsylvania in St. Louis with two counts of enticing a minor.

On Friday, the 13-year-old girl contacted a St. Louis County Police school resource officer at her school and told the officer about an attempted sexual assault on herself and her 11-year-old sister, police said.

The girl told the officer she and her sister had been dropped off at the South County Mall by their father to be with friends.

As the mall was closing, an unknown male, Fowler, asked them if they wanted a ride. They agreed and got in the car, police said.

Police said Fowler drove past the victim’s home and into a nearby alley where he asked them for sexual favors and offered money when they refused. The two unlocked the vehicle doors, escaped and walked home without further incident.

The St. Louis County Police Department’s Special Investigative Unit and the St. Louis Metro Police Department’s Intelligence and Cyber Crime units worked together to identify Fowler and took him into custody before warrants were issued.

Fowler is being held in St. Louis County jail in lieu of a $50,000 bond.
