When Does Senior Center Construction in Oakville Stop?

After last night's decision by the St. Louis County Council to reconsider the zoning for the senior center complex on Telegraph Road, Oakville residents want to know: When will construction stop?

The answer? Probably not anytime soon.

National Church Residences, the Ohio-based company developing the center with Housing and Urban Development funding, is legally permitted to continue with construction unless the St. Louis County Planning and Zoning Commission re-zones the property, which could happen later this month, or unless a lawsuit forces them to stop, said county councilman Steve Stenger.

"For construction to stop, it has to happen through legal action, through an injuction," Stenger said. "That's the only thing that can stop actual construction."

Anyone who owns property next to the construction site, like the Goddard School, could file legal action. 

Tim Selinger, of the Ballwin-based Altman Charter Co., the company building the senior center, said while he doesn't want to speak for National Church Residences, until he sees paperwork to stop the job, the work will continue.

"If they were prudent, they would stop construction," Stenger said. "It's uncertain for everyone." 

The only way for the county government to stop construction would be a zoning change from the planning and zoning commission, which Stenger calls a "real possibility."

"There is nothing the (St. Louis County) council can do to stop construction since they have the zoning currently," Stenger said. "What we're trying to do is address the zoning. If it's rezoned back to its original zoning, then this company will not be able to operate as a senior center.

"Hopefully were victorious at the end of it and if we are well have the zoning revert back," Stenger said.
